Aliyah Group Partners with Zebrafish Capital to Inspect Linxia, Aiming to Build a Benchmark for the Global Halal Agri-Food Industry Chain

Aliyah Holdings, an international halal food and premium meat supply chain management company, recently conducted an official business inspection tour of Linxia Hui Autonomous Prefecture in Gansu Province. The delegation was led by Chief Executive Officer Ashraf Bakar, accompanied by a senior team of investment, commercial, and technical executives.
The inspection aimed to deepen substantive cooperation under the framework of the strategic cooperation agreement previously signed between the parties, promote the internationalization of Linxia's livestock industry cluster, and conduct research and feasibility studies on collaborative investment in an integrated demonstration project encompassing pasture farming, livestock processing, and related facilities.
During the inspection, the Aliyah team conducted in-depth visits to representative facilities within Linxia Prefecture, including the core breeding bases of Dongxiang Gongyang (a local premium sheep breed), modern slaughtering and processing workshops, digital food processing plants, and supporting cold-chain warehousing and logistics facilities. The team also held meetings and exchanges with local government authorities and relevant regulatory departments.

The two sides engaged in multiple rounds of dialogue on core issues including the closed-loop "from pasture to table" industry chain, the introduction of international premium halal meat standards, and the development of export channels to markets in Southeast Asia and the Gulf countries. As a significant outcome of this inspection, the two parties jointly identified the following directions for cooperation:
First, to accelerate the establishment of an international trade system anchored in Singapore. Aliyah will assist local Linxia companies and their supply chains in obtaining internationally recognized HALAL certification, Good Agricultural Practice (GAP) certification, and animal welfare certification. Aliyah will also open up its channel resources in the Middle Eastern and Southeast Asian markets to unlock key pathways for the export of livestock products and deeply processed agricultural goods.
Second, the two parties reached a consensus on jointly initiating the "Pasture Farming-Processing Integrated Demonstration Project" in Linxia Hui Autonomous Prefecture. The project is planned to encompass the upgrading and renovation of standardized pastures, the construction of high-standard slaughtering and deep-processing lines that comply with international halal standards, and the introduction of Aliyah's world-leading practices in breeding, animal health management, and precision feeding. With the goal of achieving transparency, integration, and digitalization throughout the industry chain, the project aims to establish Linxia as a benchmark industrial hub in western China for the global halal market.
Third, the two parties confirmed that they will promptly initiate the establishment of a joint venture in Singapore, which will serve as the regional headquarters and brand operations center for international markets. Concurrently, based on business development needs, an independent operating entity will be established within China to further enhance supply chain resilience and global resource allocation capabilities.

Aliyah Holdings CEO Ashraf Bakar stated during the inspection: "Linxia boasts a long-standing livestock heritage and a number of highly promising geographical indication products. This inspection has given us great confidence in the local resource endowments and industrial foundations. Aliyah will bring international standards, brand operation expertise, and global channel networks to work alongside local partners in building a truly world-class premium halal meat industry system."
This inspection marks the transition of the bilateral relationship from strategic agreement signing to the substantive project implementation phase. Going forward, the two parties will continue to deepen cooperation across areas including industrial investment, joint standard-setting, brand globalization, and culinary international expansion, jointly striving to set a benchmark for bringing distinctive agricultural products from western China to premium international markets.
Accompanying the delegation was Zebrafish Capital CEO Henry Sim and his team. As Aliyah Group's strategic partner for investment and business operations in China, Zebrafish Capital will actively participate in the equity investment of the Singapore-based (as well as China-based) joint venture companies, and will provide support in cross-border capital and business management frameworks, industrial fund design, and M&A integration across the industry chain.
At the conclusion of the visit, the heads of Aliyah Group and Zebrafish Capital also held discussions with representatives from Gansu Logistics Group, Gansu Ethnic Chamber of Commerce, and other entrepreneurs. The two sides explored how to fully leverage the strategic position of Lanzhou Zhongchuan International Aviation Hub, Gansu Province's inherent resource endowments, and its nodal advantages in Northwest China. Driven by both industrial investment and international trade, they actively explored new pathways for western Chinese enterprises to achieve export growth and global expansion, injecting new industrial dimensions into the high-quality development of the Belt and Road Initiative.
